APRIL 24, 2016 GENERAL MEMBERSHIP MEETING MINUTES
Chairman - Call to order, Welcome of Guests and Invocation
Reading of Core Principles
Bylaws amendment – Discussion regarding Board motion to amend the Bylaws. After much discussion, members voted and passed the following amendment to the Fredericksburg Virginia Patriots ByLaws:
Article V, Section I - Elections
Paragraph D. The term of service for each of the Board positions shall be two years. The position of
Chair will be limited to two consecutive elected terms. Also, the position of Vice - Chair will be limited to two consecutive elected terms. They may run for other board positions or may run again for Chair or Vice Chair in a subsequent election. There shall be no term limits for any other Board positions.
Chairman Hirsch report on Free Speech and Patriots - Pizza & Freedom Fellowship.
Chairman Hirsch explained a new initiative called Patriots Pizza & Freedom Fellowship and introduced the idea of meeting with interested patriots directly after the Board of Supervisors monthly meetings at a pizza restaurant where FVP would pay to feed participants, in order to thank (and encourage) board meeting participation.
Class Action Lawsuit involving two board members and the Spotsylvania Board of Supervisors regarding freedom of speech. At least two law firms has been contacted including Rutherford Institute. This lawsuit would have to do with an occurrence that happened at a recent Board of Supervisors meeting . The incident pertains to Rule 8 of the Spotsylvania Bylaws that says, “When there has been a public hearing on an issue and a vote has not been taken, that issue may not be a subject to discussion prior to the vote.”

April 5th Spotsylvania Budget meeting – Mike Smith led the charge in maintaining a lower 83 cent tax rate
MAY 7 2 PM- Mike Smith urges membership participation at the 1st Congressional District Republican Convention on MAY 7 at James Monroe High School, 2300 Washington Avenue, Fredericksburg. Membership is looking for volunteers to work the FVP table

Motion and discussion regarding - Governor’s Executive Order to Restore Civil Rights to Convicted Felons
It was voted by the membership the following resolution:
“While the Fredericksburg Virginia Patriots support a streamlined process to restore civil rights, we hold that the Governor has overstepped his statutory and constitutional authority by granting blanket restoration of rights to unnamed individuals. The action by the Governor fails to respect victims of crime, the rule of law and is clearly unconstitutional under Article V. Executive Section 12. Executive clemency.”

Membership heard from various delegate candidates from the 7th District
Dewey McDonnell and Mark and Anita Hile, Henrico County Tea Party Leadership,
Voting participation is urged MAY 21, 2016 9 am at Richmond Convention Center
