We Can't All Be Washingtons, But We Can All Be Patriots!
Minutes of the Fredericksburg Virginia Patriots (FVP) Executive Board Members meeting held on Thursday October 12th, 2017 in the conference room of the Westwood Executive Suites, 302 Westwood Office Park, Fredericksburg, Virginia
The meeting opened at 7:43pm with the following board members present: Chairman MichaEl Hirsch, Vice Chairman Dale Swanson, Legislative Chair Les Gabriel, Events Chair Mike Smith, Secretary Anna Yearsley, Treasurer David Jackson. And Membership Chair Charles Sulser.
The pledge of Allegiance was led by Anna and all members stood.
The invocation was led by both David and Mike.
A quorum was reached and the meeting proceeded as planned.
The chairman thanked everyone for attending and especially thanked Anna for her service to FVP. She will be moving to Florida and we all expressed our thanks and best wishes. The following members provided updates on a variety of topics:
Mike Smith: Discussed a FOIA to the SCPS School Board Chairman, Erin Grampe regarding the newly formed Spotsylvania School Board Advisory Committee (SBAC). The FOIA has been mailed to the SCPS FOIA Officer, Erin and schools Superintendent Dr. Scott Baker. Mike also briefed the Spotsylvania County Board of Supervisors on FVP general recommendations regarding the formation of the FY19 county and schools budget. It was noted that neither the SCPS superintendent nor any school board member was present at the BOS meeting. Mike briefed a letter to the editor to the Free Lance Star (FLS) on the results of a request for information from the local school districts on the results of Constitution Day 2017. Mike discussed the conduct and results of a Spotsylvania County, Berkeley District debate conducted on Tuesday 10 October. Finally, Mike informed the members that Spotsylvania County had a budget surplus of 12 million dollars for the period ending 30 June 2017 (FY17 Budget).
Chairman Hirsch: Wondered where the 12 million surplus came from? Was it a result of increased revenue or decreased spending. He wondered if the surplus can be used to pay debt? He wondered if a demand signal exists for a new library in the Massaponax area and if Supervisor candidate for the Lee Hill District, Michael Berry, could lead a strategic review and comprehensive plan for Spotsylvania County.
It was noted by the group that the November 2017 elections will impact both state and local budgets in the planning and approval of FY19 budgets. The question of whether FVP could sponsor a local candidate debate was brought up but after discussion the members decided there was not enough time between now and the election to hold a debate. All candidates have been invited to the FVP general membership meeting on Sunday 22 October 2017 starting at 1:00pm. The deadline for LTE’s in the FLS for candidates is Monday 30 October 2017.
David Jackson provided the treasurers report. We have a total of $2504.64 in the bank. David made a recommendation to cancel our post office box which the chairman approved. We will be saving money with the cancellation of the post office box which we do not use nor receive mail from.
Les provided a legislative update. A motion was made by Charles to purchase the DVD titled “In Search of Liberty” at a cost of $25.00. The motion was seconded by David and after discussion it was approved by the chairman in accordance with our FVP by-laws.
Charles briefed new members and hopes to have coffee with them in the near future.
Anna provided a brief secretary’s report and thanked all for their service to FVP. She will provide Mike Smith a USB of FVP secretary documents prior to her departure to Florida.
Dale provided a brief on her activities and also that we need to think about identifying, nominating and electing our next FVP chairman in the spring of 2018.
The chairman closed by reminding members that the FVP general membership meeting scheduled for Sunday 22 October 2017 will begin at 1:00pm and will include a lunch sponsored by FVP (contribution cost approved up to $100.00) and the NRA-ILA. We will conduct phone banking for state candidates and are expecting Cathy Gillespie, wife of Virginia Governor candidate Ed Gillespie, to attend and speak to our membership. The meeting ended at 9:30pm.
